I had lower blepharoplasty 12 days ago. It seems like the stitches are about to come out under my right eye. They still seem secure in the left side though. Is this safe? How long do the stitches need to stay in for?

For a lower lid blepharoplasty where both skin and muscle needed to be removed for lower eyelid rejuvenation, I only leave my sutures in for about 6 days. The stitches that your surgeon must have placed are dissolvable sutures as it is unlikely a permanent suture would be left in place for 12 days for eyelid surgery. I would call your surgeon for clarification, but, in the meantime, your blepharoplasty result on the eye where the sutures are coming out are not at any risk for a poor outcome.
